What i think this quote means is that being intelligent and having good character is the true meaning of education. Having good knowledge and being smart is one thing but being a good person makes it better. Intelligence is not enough of a goal in life. You also want to have good manners and be a good trustworthy person is the true way to be educated. Your character reflects your intelligence so if you're rude people will assume you're not that smart and you don't have a good education. On the other hand if you treat people with kindness and respect they will know you are a very intelligent person that had a good education.
