What this quote means is in order to be happy you have the follow the rules. I personally believe that the central of happiness is different for everybody. If obedience is the central to becoming happy for David Bednar then that's him but that doesn't mean it will apply to everyone all around the world. Following the rules is a good thing and everyone should be doing it but that doesn't mean it's gonna make them happy.
