What this quote means is that in order to have a good education you have to follow the rules. if the teacher has certain rules set in their classroom then you have to follow them. If she has such rules as stay in your seat, don't talk while the teacher is talking, do all your classwork and homework, pay attention is class, etc., then you will probably have good grades in that class and you will learn a lot. By learning you will gain knowledge about that subject and it will help you a lot during tests and quizzes which is usually a big part of your grade.
